REQUEST FOR QUALIFICATIONS/PROPOSALS (RFQP)
Subject to conditions prescribed by the University of California – UC Davis Health, responses to Design-Builder’s RFQP documents are sought from Proposers for the following Project and bid package: Hospital Bed Replacement Tower (RHT) Project SESP Renovations Phases F, G, H, & I Project UC Davis Health Bid Package #SR-04: 02-05 Demolition 09-15 Ceramic Tile 09-30 Floor Covering 09-60 Painting & Coating 09-80 Resinous Flooring 10-10 Misc. Specialties Description of Work: The SESP Renovation Phases F, G, H, I Project construction includes renovation of the interior of the SESP building (approximately 28,000 SF) and must be completed prior to the Occupancy of the upcoming Replacement Hospital Tower (RHT) project (separate project). Construction in the SESP includes but is not limited to: Phase F - 1st floor Emergency Department remodel - Build out of treatment rooms and associated Nurse Station, Dictation, Consult Rooms, Storage, etc. Phase G - 1st Floor - Reconfigure existing patient space into Pediatric ED Resuscitation, Consult, Sub Waiting, Storage, Soiled Utility, and House Keeping. Add additional Patient Toilet Room. Phase H - Basement - Demo On-Call Sleep Rooms to Expand Corridor and add Staff Toilet Room to support On Call. In Existing CPU - Convert Non Sterile Receiving to Staff Work Room. Convert Existing Storage Room to Vendor Drop Off, and Staff Work Room. Reconfigure Men's and Women's Locker & Shower rooms by expanding into adjacent office space. Phase I - Basement - Reconfigure Receiving/Breakdown, Surgical Supply, Scope Storage, and Staff Restrooms to expand Surgical Supply into the Existing CPU Staging area and widen the adjacent corridor. Reconfigure the existing GME area, Staff lounge and Locker Room to widen the adjacent corridor and provide expanded locker area. Reconfigure Existing Cart Washer for new equipment, add exhaust fan and duct to roof. Work in this bid package includes construction services as separate contracts for Demolition, Ceramic Tile, Floor Covering, Painting & Coating, Resinous Flooring, and Misc Specialties scope for the SESP Renovation Phases F, G, H & I Project. All work in this bid package must comply with the UCDH RHT Project Labor Agreement (PLA). All work included in this bid package will be performed under the authority and jurisdiction of HCAi. The SESP Renovation Phases F, G, H & I project has an overall estimated direct construction cost (today’s dollars) of $36,000,000.00. The Bid Package Target Values are: 02-05 Selective Demolition: $900,000 09-15 Ceramic Tile: $185,000 09-30 Floor Covering: $600,000 09-60 Painting & Coating: $170,000 09-80 Resinous Flooring: $150,000 10-10 Misc. Specialties: $600,000 McCarthy Building Companies, Inc. (MBC) has included qualifications for a qualifications based competitive selection process for Trade Partner construction services relating to the SESP Renovation Phases f, G, H, & I Project. This Request for Qualifications/Proposals (RFQP) establishes the requirements for Lump Sum Proposal Submission by qualified Proposers. Lump Sum Proposals will be accepted only from qualified Proposers. MBC reserves the right to reject any or all submittals and to withhold the award of this project for any reason it maydetermine. Procedures: Proposal documents will be available on July 27, 2026 and will be issued electronically at BuildingConnected to potential proposers. Mandatory RFQP Information Session & Job Walk: A Pre-Proposal Conference will be conducted on August 4, 2026; beginning promptly at 7:00 a.m. PST. Only trade partners who participate in the pre-proposal conference and job walk in its entirety will be allowed to bid on this project. Site walk Address: 4620 V Street Bldg B (Big Sur Conference Room) Sacramento, CA 95817 Proposals will be received electronically only at McCarthy’s designated BuildingConnected site. Qualifications & Cost Proposals must be received on or before 1:00 p.m., August 24, 2026. Bid results will be provided by August 25, 2026. Proposal Security in the amount of 15% of the Lump Sum Base Proposal, excluding alternates, shall accompany each bid. The surety issuing the Bid Bond shall be, on the bid deadline, an admitted surety insurer (as defined in the California Code of Civil Procedure Section 995.120) All insurance policies required to be obtained by the trade partner shall be subject to approval by McCarthy Building Companies and University for form and substance. All such policies shall be issued by a company rated by Best as Aor better with a financial classification of VIII or better or have equivalent rating by Standard and Poor's or Moody's. The successful proposer will be required to have the following California contractor's license(s) at the time of the proposal opening: 02-05 Selective Demolition: C-21 Demolition 09-15 Ceramic Tile: C-54 Ceramic & Mosaic Tile 09-30 Floor Covering: C-15 Flooring & Floor Covering 09-60 Painting & Coating: C-33 Painting & Decorating 09-80 Resinous Flooring: C-15 Flooring & Floor Covering 10-10 Misc. Specialties: B General Building Contractor Every effort will be made to ensure that all persons have equal access to contracts and other business opportunities with the University within the limits imposed by law or University policy. Each Bidder may be required to show evidence of its equal employment opportunity policy. The successful Bidder and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Bidding Documents and to pay prevailing wages at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. California Wage Determination (2026-2) Date: August 22, 2026 No contractor or subcontractor, regardless of tier, may be listed on a Bid for, or engage in the performance of, any portion of this project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful proposer shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour as of 10/01/2017) and shall comply with all applicable federal, state, and local working condition requirements.
