NOTICE TO PROSPECTIVE PROPOSERS
REQUEST FOR PROPOSALS (RFP) PB FILE NO. VW0680 CARBON OFFSET BROKERAGE SERVICES Santa Clara Valley Water District (Valley Water) is seeking proposals from qualified carbon offset brokerage firms to provide carbon offset procurement, documentation, retirement, and monitoring services to support compliance with Mitigation Measure GHG-2 for the Anderson Dam Seismic Retrofit Project (ADSRP). Parties interested in obtaining a copy of this RFP may do so by accessing the Valley Water’s web portal at https://pbsystem.planetbids.com/portal/48397/portal-home. All parties are asked to register on the Santa Clara Valley Water District Procurement Portal, PlanetBids, to be automatically notified of any changes to the RFP document. Proposals are due by 2:00 p.m. on April 20, 2026 as specified in the RFP Schedule. All questions regarding this solicitation must be submitted directly in Valley Water’s web portal at the link listed above no later than the date specified in the RFP Schedule. Valley Water entered into a Water Infrastructure Finance and Innovation Act (WIFIA) loan agreement with the U.S. Environmental Protection Agency (EPA) for the Project. The WIFIA established a federal credit program (WIFIA program) authorizing EPA to provide direct loans and loan guarantees to eligible borrowers for water infrastructure projects. All contracts issued for a project receiving a WIFIA loan are subject to federal requirements review as part of the WIFIA program’s compliance monitoring responsibilities. Because the WIFIA loan proceeds may be used to pay for the Services rendered pursuant to this Agreement, Consultant is required to adhere to certain federal contract provisions, which are attached hereto as Exhibit A, Federal Requirements, to Appendix One, Additional Legal Terms, and incorporated into this Agreement by this reference.
