Establishment of a Prequalified General Contractor Pool

for Water Quality Infrastructure and Remediation Program

at Various School Sites

Responses must be received April 16, 2026, no later than 2:00 p.m.

 

The Oakland Unified School District ("District" or "OUSD"), a California public school district, invites qualified and experienced General Contractors to submit qualifications for consideration for inclusion in the District’s Prequalified General Contractor Pool ("Pool"). The Pool will be used to solicit task-specific proposals for individual water quality infrastructure and remediation projects under $1M (“Project”).  Selected firm(s) will enter into Board of Education (“BOE”) approved master agreement(s) with the District.

 

This RFQ is issued under the District’s discretionary prequalification authority pursuant to California Public Contract Code §?20111.5. Prequalification is required for consideration for future work but does not guarantee award of any contract.

 

Interested firms are invited to submit a Statement of Qualifications (“SOQ”) and a detailed Fee Schedule (collectively “SOQ Packet”) as described below of the requested materials with a cover letter addressed to:

Oral, telegraphic, facsimile, or telephone SOQ Packets will not be accepted.  SOQ Packets received after this date and time will not be accepted. The District reserves the right to waive any informalities or irregularities in the RFQ.

 

The District also reserves the right to reject any and all and to select and negotiate contract terms with one or more Respondents.

ADDITIONAL PREQUALIFICATION REQUIREMENTS

 

The Oakland Unified School District (“District”) also requires all contractors, primes or subcontractors, to be pre-qualified prior to bidding on projects. Pre-qualification applications must be submitted to the District at least ten (10) business days prior to the scheduled bid opening.

 

If you have already prequalified with the District within the past year, you do not need to re-qualify for this Project. In addition, if applicable, while MEP subcontractor prequalification does not need to occur prior to submitting a proposal, the contractor will need to have them prequalified prior to finalizing a price for any phase of work where the subcontractor will be used.

 

Proposers must submit prequalification applications not later than ten (10) working days prior to the RFQ and/or RFP response deadline. However, proposers are encouraged to submit prequalification packets as soon as possible, as a submission ten (10) working days prior to such deadline will not guarantee timely prequalification. It is the responsibility of each proposer to ensure that it is prequalified not less than five (5) working days prior to the deadline for RFQ and/or RFP submissions.

DEPARTMENT OF INDUSTRIAL RELATIONS (DIR) AND PROJECT LABOR AGREEMENT

Contractors whose scope of work subject to SB 854 (Public Work Reform) shall register and renew annually with the California Department of Industrial Relations (DIR).  DIR shall administer and enforce minimum requirements for contractors bidding and working on public works projects for compliance with prevailing wages, maintaining workers’ compensation coverages, holding applicable licenses, verifying no delinquent unpaid or penalty assessments to any employee or enforcement agency, and confirming no federal or state debarments.

LOCAL, SMALL LOCAL AND SMALL LOCAL RESIDENT BUSINESS ENTERPRISE PROGRAM 

The Local Business Utilization Policy requires that there is a mandatory fifty percent (50%) LBU participation with a 25% or less Local Business (LBE) participation and a 25% or more Small Local or Small Local Resident Business (SLBE/SLRBE) participation for all capital program/construction-related contracts and professional services agreements.

 

Submit a detailed narrative and strategy describing how the Firm intends to meet or exceed the District’s LBU requirements as described in the “Local Business Utilization Affirmation Worksheet” (Exhibit E).

 

On April 28, 2021, the Board of Education amended the Local Business Policy which had named the City of Oakland as the singular agency to certify local businesses to include five additional local business certifications.  For businesses located in Oakland, Local Business and Small Local Business certifications may also be accepted from the Port of Oakland, Alameda County Transportation Commission, Alameda County Department of General Services, US Department of Transportation California Unified Certification Program, and the California Public Utilities Commission.

 

The District will follow the City of Oakland Small Business size standards in recognizing Small Local and Small Local Resident Businesses.
