Sub Bid Requests Garney Pacific, Inc. is bidding the East Pipeline Inspection and Rehabilitation Project as a general contractor and is actively seeking DBE participation, including but not limited to firms with MBE, WBE, or SBE certifications. PROJECT: EAST PIPELINE INSPECTION AND REHABILITATION PROJECT OWNER: SANTA CLARA VALLEY WATER DISTRICT LOCATION: SAN JOSE, CA BID DATE: MARCH 11, 2026 QUOTES DUE BY: MARCH 11, 2026 PROJECT DESCRIPTION: The project includes gravity dewatering and full drainage of interconnected treated-water pipelines—including the Penitencia Delivery Main, East Pipeline, Parallel East Pipeline, and Milpitas Pipeline—with all discharged water dechlorinated per environmental requirements, along with providing traffic control, monitoring, and logistical support for flushing, disinfection, and manned internal inspections. Work includes excavation and access modifications at multiple vaults; removal of existing pipe; installation of new 48-inch manual and motor-operated line valves, in-line static mixers, nozzles, flowmeter and valve replacements at Mabury Turnout, piping and appurtenance upgrades, and construction of a new vault at the Indus Line Valve location. The contractor will support internal pipeline inspections and perform repairs as needed, prepare and coat exposed piping, waterproof vaults, and install new vault components such as hatches, ladders, screens, and manholes. Additional tasks include installing electrical and SCADA systems, furnishing and testing cathodic protection, conducting environmental monitoring and BMP management, performing tree removal and site clearing, and fully restoring all work areas to equal or better condition upon completion.
