Lower Green Valley Creek Off-Channel Habitat Enhancement Project
Confluence Reach Revegetation Gold Ridge Resource Conservation District ADVERTISEMENT FOR BIDS February 16, 2026 NOTICE. The Gold Ridge Resource Conservation District, a special district of the State of California under Division 9 of the Public Resources Code, hereby gives notice that it will accept Bids for the following public work: Contract #0088-6-02 Lower Green Valley Creek Off-Channel Habitat Enhancement Project – Confluence Reach Revegetation Installation and Maintenance LOCATION AND DESCRIPTION OF WORK. This project comprises construction activities on two private parcels near the town of Graton, in Sonoma County, California. Bids are requested from licensed and qualified contractors for habitat enhancement revegetation including plant procurement, installation, and two years of planting maintenance. ESTIMATED PROJECT COST AND SOURCES OF FUNDS. This project is funded through multiple grants from the following entities: California Department of Fish and Wildlife (a state agency) and National Oceanic and Atmospheric Administration (a federal agency). The engineer’s cost estimate for revegetation is $827,150.00. REQUIRED CONTRACTOR’S LICENSE. A current C-27 Landscaping Contractor’s License is required to bid on the revegetation installation and two years of plant maintenance. CONTACT INFORMATION. Bid documents may be viewed at the RCD office during regular business hours, or may be downloaded from the RCD website, goldridgercd.org. Bid documents are also posted on the North Coast Builders Exchange website. MANDATORY PRE-BID SITE TOUR. A mandatory pre-bid tour of the site is scheduled for Tuesday, February 24, 2026 at 1:00 PM. The bid tour will begin at the Gold Ridge RCD office at 2776 Sullivan Road from where we will carpool to the site. The tour is expected to take 1-2 hours, so please plan accordingly. LETTER OF INTENT. If you wish to submit a bid, please submit a Letter of Intent to the Gold Ridge RCD before the bid tour date, preferably via email to the address above. Letters may also be mailed or hand delivered to the address listed above, but must be received by the RCD by close of business on Monday, February 23, 2026 (not just postmarked). ONLY CONTRACTORS WHO HAVE SUBMITTED A LETTER OF INTENT WILL BE ELIGIBLE TO ATTEND THE PRE-BID TOUR. BID SUBMISSION DEADLINE. Sealed bids are due no later than 5:00 PM PDT on Monday, March 16, 2026, at the Gold Ridge RCD office at 2776 Sullivan Rd, Sebastopol, CA. Bids will be evaluated, and a contract may be awarded during the next scheduled meeting of the Board of Directors of the Gold Ridge RCD on Thursday, March 19, 2026, at 3:30 PM. REQUESTS FOR INFORMATION. Questions regarding this project should be reserved for the pre-bid tour. Questions that arise after the pre-bid tour should be submitted as Requests for Information to the email addresses above, and will be answered by email, with all bid tour attendees receiving a copy. Please be certain to write your email address on the sign-in sheet at the pre-bid tour. PUBLIC WORKS CONTRACTOR REGISTRATION. All contractors and subcontractors submitting a bid for this public works contract must be registered with the California Department of Industrial Relations, pursuant to Labor Code Section 1725.5, AT THE TIME OF BID SUBMISSION. No contractor or subcontractor may be awarded a contract for work on a public works project unless registered with the Department of Industrial Relations. This project is a public work, and is subject to prevailing wage and other requirements enumerated in Chapter 1 (commencing with Section 1720) of Part 7 of Division 2 of the California Labor Code. The project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations. It is also subject to provisions of the Davis-Bacon Act (40 USC 3141-3144 and 3146-3148) as supplemented by US Department of Labor regulations (29 CFR Part 5). BID SECURITY. Bids shall be accompanied by a 5% bid bond or certified check as a guarantee that if a bid is accepted, a contract will be entered into. BONDS. A performance bond in the amount of 100% of the contract amount in favor of the Gold Ridge RCD will be required of the successful bidder, as well as a labor and materials payment bond in the amount of 50% of the contract amount. Monday, February 23, 2026, 5:00 PM Letters of Intent due to Gold Ridge RCD office Tuesday, February 24, 2026, 1:00 PM Mandatory pre-bid tour Tuesday, March 3, 2026 Last day to submit questions or RFIs Monday, March 16, 2026, 5:00 PM Bids due at Gold Ridge RCD Office Thursday, March 19, 2026, 3:30 PM Contract Award Date – Bids discussed and evaluated at Gold Ridge RCD Board of Directors meeting Thursday, April 9, 2026 Latest date for formation of contract and provision of proof of insurance and required bonds Construction is expected to start in the summer of 2026. Revegetation will follow construction, taking place during winter of 2026-27 with two years of plant maintenance to follow. Completion date may be extended upon mutual agreement of GRRCD and contractor. RESERVATION OF RIGHTS. The Gold Ridge RCD will select the bid most advantageous to the RCD, and reserves the right, at its sole discretion, to reject any or all bids, to re-bid, or to waive inconsequential deviations from bid requirements not involving time, price, or quality of work.
