1.     NOTICE.  The Gold Ridge Resource Conservation District, a special district of the State of California under Division 9 of the Public Resources Code, hereby gives notice that it will accept Bids for the following public work:
 
Mt. Gilead Water Conservation and Streamflow Enhancement Project Construction
 
2.     LOCATION AND DESCRIPTION OF WORK. 
This project comprises construction activities at a camp and conference center located near the town of Sebastopol, in Sonoma County, California.  Bids are requested from licensed and qualified contractors for site preparation, grading, concrete work, irrigation system installation, athletic field turf work, and installation of piping and other water conveyance components and controls.
 
3.     ESTIMATED PROJECT COST AND SOURCES OF FUNDS. 
This project is funded through multiple grants from the following entity: the California Department of Fish and Wildlife.  The engineer’s cost estimate for the project is $722,466.
 
4.     REQUIRED CONTRACTOR’S LICENSE. 
A current California Class A General Engineering Contractor’s License is required to bid on this project.

6.     BID DOCUMENTS. 
Bid documents may be viewed at the RCD office during regular business hours, or may be downloaded from the RCD website, goldridgercd.org.  One set of project plans, specifications and relevant reports can be provided to each bidder at the bid tour UPON REQUEST AS MADE IN THE LETTER OF INTENT
 
7.     MANDATORY PRE-BID SITE TOUR. 
A mandatory pre-bid tour of the site is scheduled for Wednesday, May 8, 2024, at 10 AM PDT.  The bid tour will begin at the Mt. Gilead Bible Camp and Conference Center grounds, 13485 Green Valley Road, Sebastopol, CA, and is expected to take 1-2 hours, so please plan accordingly. 
 
8.     LETTER OF INTENT. 
If you wish to submit a bid, please submit a Letter of Intent to the Gold Ridge RCD before the bid tour date, preferably via email to the address above.  Letters may also be mailed or hand delivered to the address listed above, but must be received by the RCD by close of business on Monday, May 6,2024(not just postmarked).  ONLY CONTRACTORS WHO HAVE SUBMITTED A LETTER OF INTENT WILL BE ELIGIBLE TO ATTEND THE PRE-BID TOUR.  
 
9.     BID SUBMISSION DEADLINE. 
Sealed bids are due no later than 5:00 PM PDT on Monday, June 17, 2024, at the Gold Ridge RCD office at 2776 Sullivan Rd, Sebastopol, CA.  Bids will be evaluated, and a contract may be awarded during the next scheduled meeting of the Board of Directors of the Gold Ridge RCD on June 20, 2024, at 3:30 PM.  
 
10.  REQUESTS FOR INFORMATION. 
Questions regarding this project should be reserved for the pre-bid tour.  Questions that arise after the pre-bid tour should be submitted as Requests for Information to the email addresses above, and will be answered by email, with all bid tour attendees receiving a copy.  Please be certain to write your email address on the sign-in sheet at the pre-bid tour. 
 
11.  PUBLIC WORKS CONTRACTOR REGISTRATION. 
All contractors and subcontractors submitting a bid for this public works contract must be registered with the California Department of Industrial Relations, pursuant to Labor Code Section 1725.5, AT THE TIME OF BID SUBMISSION.  No contractor or subcontractor may be awarded a contract for work on a public works project unless registered with the Department of Industrial Relations.  Registration information: https://www.dir.ca.gov/public-works/Contractors.html.
 
12.  PREVAILING WAGE COMPLIANCE. 
This project is a public work, and is subject to prevailing wage and other requirements enumerated in Chapter 1 (commencing with Section 1720) of Part 7 of Division 2 of the California Labor Code.  The project is subject to compliance monitoring and enforcement by the California Department of Industrial Relations.
 
13.  BID SECURITY. 
Bids shall be accompanied by a 5% bid bond or certified check as a guarantee that if a bid is accepted, a contract will be entered into.  
 
14.  BONDS. 
A performance bond in the amount of 100% of the contract amount in favor of the Gold Ridge RCD will be required of the successful bidder, as well as a labor and materials payment bond in the amount of 50% of the contract amount.
 
15.  BID AND PROJECT TIMELINE.

Wednesday, May 8, 2024, 10:00 AM       
Mandatory pre-bid tour

Monday, June 17, 2024, 5:00 PM              
Bids due at Gold Ridge RCD Office

Thursday, June 20, 2024, 3:30 PM            
Contract Award Date – Bids discussed and evaluated at Gold Ridge RCD Board of Directors meeting

Friday, June 7, 2024                                
Latest date for formation of contract and provision of proof of insurance and required bonds
 
Construction is expected to occur between August 2024 and December 2024.
 
16.  RESERVATION OF RIGHTS. 
The Gold Ridge RCD will select the bid most advantageous to the RCD, and reserves the right, at its sole discretion, to reject any or all bids, to re-bid, or to waive inconsequential deviations from bid requirements not involving time, price, or quality of work.
