Inglewood Transit Connector - 90% GMP
Request for Proposals (RFP) submission due
August 13, 2026, at 2:00pm PST

Swinerton Builders is requesting proposals for the Inglewood Transit Connector (ITC) Project – Phase 1 (90% GMP).

Project Overview:ITC Phase 1 will deliver enabling works to improve traffic congestion and acquire key right-of-way parcels before the 2028 Olympics. It includes mobility hubs with parking and transit amenities, mini-mobility hubs with amenities for surface parking other uses, dedicated event bus lanes, and pedestrian improvements. The City envisions connecting parkers at the mobility hubs to destinations using shuttles that would be expedited through the use of transit-only lanes, while preserving the development for a future Automated People Mover between the Sports and Entertainment District and Downtown Inglewood Metro Station.
                                                                                       
ITC Scope of Work:
The scope of work includes three (3) Mobility Hubs - MH-1, MH-2 & MH-3, Pedestrian Bridge connecting Metro K-Line and Streetscape Improvements (together, the “Project Elements”) which are described below. The objective is to implement all Project Elements with the following considerations:
Site 1 - Market Florence Mobility Hub (MH-1)
Site 1A - Streetscape (Market, Regent, Locust, Florence)
Site 1B - Retail Buildings
Site 2 - La Brea Ave & Kelso Street Mobility Hub (MH-2)
Site 3 - Market & Manchester Mobility Hub (MH-3)
Site 4 - Pedestrian Bridge Connection connecting Metro K-Line
Streetscape Improvements
Site 5.A - Market St.
Site 5.B - Queen St.
Site 5.C - Manchester Blvd.

Project Requirements:
1. Applicable Federal Requirements (Appendix A-2A)
2. State Requirements including Prevailing Wages and Labor Code Provisions (Appendix A-2B)
3. City Requirements
4. The City's DBE Participation plan and SBE / LBE goals
5. Community Labor Agreement (CLA, Appendix A-3)
Please identify revisions from the 60% drawings to the 90% drawings.
 
Virtual Outreach Meeting

Subcontractor must be prequalified with Swinerton prior to close of RFP deadline.

At Swinerton’s discretion, Swinerton may require a Payment and Performance bond and/or a letter of bondability from a qualified and accepted Treasury listed Surety within 48 hours of demand.  
Please provide bond rate together with single project bond $ limit for scope of work to be performed in your proposal
