Project Owner: Washington Suburban Sanitary District (WSSC) Water Filtration Plant Residuals Hauling & Disposal
Hauling Project Location: Water Treatment Plants Potomac & Patuxent, Maryland. BID DATE July 13, 2026 Synagro Central, LLC. (Synagro) is seeking sub-quotes from Minority Business Enterprises (MBE), Women’s Business Enterprises (WBE) & SLBE firms in order to have a maximum opportunity to participate in the performance of WSSC contracts. The goals for this specific project are (27%) MBE/ WBE/ SLBE participation. To perform as Subcontractors and Material Vendors/Suppliers companies must provide evidence of certification and currently be certified by WSSC or State of Maryland DOT. Synagro is requesting sub-quotes for various scopes of work, including: Transportation of Biosolids – The work involves the transportation of Water Treatment Plant residuals into semi-tractor/aluminum end dump trailers or dump trucks and transporting the material to various locations around Maryland. Synagro is seeking sub-quotes for this service for up to 4 loads per day, 5 days per week. Materials and Supplies – Personal protective equipment such as hard hats, high visibility vests, safety glasses, safety shoes Hay – Straw hay may be used to line the bottom of the aluminum trailers. Fuel – On or off-site diesel fuel Project Description: The purpose of this Contract is to provide residuals hauling, transportation, management, utilization, storage, beneficial reuse, and/or disposal services for residuals generated at WSSC Water's Patuxent Water Filtration Plant (PWFP) and Potomac Water Filtration Plant (PoWFP). Firms interested in receiving a request for a quote must contact us at the e-mail address noted below. Responding firms will be issued a request for quote by Synagro’s lead estimator or assignee. Synagro will also provide an electronic copy of the Request for Proposal and all addenda upon request. Synagro intends to conduct itself in good faith with all MBE’s, SLBE’s and WBE’s as defined above and all other business enterprises regarding participation in this project.
