Passenger Concourse Enhancements at Long Beach Airport R-7263
Request for Proposals (RFP) submission due June 13th, 2025, at 5:00 PM PT
 
Swinerton Builders is seeking subcontractors to bid for the Passenger Concourse Enhancements at Long Beach Airport. A.I.G Project No. NO. 3-06-0127-59 located at 4100 Donald Douglas Dr. Long Beach, CA.
 
Business Enterprise Participation Goal- DBE (9.6%)
 
Project Overview/Description
This project consists of passenger circulation improvements throughout the concourse, including powered holdroom seating, new LED lighting, and new gate podiums. added exterior holdroom seating areas at the south and north ends, new floorings, replacement of a back-up 2000kw diesel generator, replacement of the main distribution switchboard, hvac upgrades new service animal relief area, new electronic and static wayfinding, concourse restroom updates and refresh, new 2-lane exit breach control device, upgrading existing cctv system cameras, improvements to the existing exterior garden area, and improvements to existing it room security network segregation.
 
Swinerton intends to bid on the following trade:Drywall/Framing, Concrete, Doors, Frames & Hardware, Specialty, Millwork
 
Key Dates & Deadlines
  • Bids Due: Friday, June 13th, 2025 by 5:00 PM
  • RFIs Due: Tuesday, June 3rd, 2025 by 3:00 PM - Submit RFIs to Youhan Pan at youhan.pan@swinerton.com
Anticipated Start Date: December 2025
·       Start: December 19, 2025
·       Completion: February 5, 2027
 
Labor & Compliance Requirements
·       Prevailing Wage, Federal Davis Bacon Requirements, California Wage Rate Requirements: Yes, federally funded project (compliance with both U.S. Department of Labor & California DIR).
·       Department of Industrial Relations (DIR) Compliance:Yes.
·       Union Requirements: Swinerton is signatory to the Carpenters Union—include union labor for all work claimed by Carpenters.
·       Project Labor Agreement (PLA): Yes. This PLA contains a local hiring goal of 40% and a provision with a goal of 10% to hire transitional workers and veterans.
·       Labor compliance monitoringwill be enforced.

At Swinerton’s discretion, Swinerton may require a Payment and Performance bond and/or a letter of bondability from a qualified and accepted Treasury listed Surety within 48 hours of demand.  Please provide bond rate together with single project bond $ limit for scope of work to be performed in your proposal.  List of certified companies:  https://fiscal.treasury.gov/files/surety-bonds/list-certified-companies.pdf.
