Subcontractor Solicitation of Interest Olive View UCLA Medical Center Continuum of Care Facility Project Location: 14445 Olive View Drive, Sylmar, CA 91342 McCarthy Building Companies, Inc. is soliciting interest from qualified subcontractors and suppliers to bid for the award phase of this progressive design build (PDB) project for the Los Angeles County Dept of Public Works. The design team is led by Gensler. Project Description: A Continuing Care Facility that will consist of two buildings providing a total of 48 client beds for adults who require behavioral health services beyond what can be provided in a mental health urgent care setting. The project will provide three distinct programs, with each program accommodating 16 client beds. The north building will be a one-story building housing the Enriched Residential Services (ERS) program with 16 client beds. The south building will be a two-story building housing two programs. The Psychiatric Health Facility (PHF) will occupy one level with 16 client beds, and the Sub-Acute Unit will occupy the upper level with 16 client beds. The overall project will be classified as a Mental Health Rehabilitation Center and will be licensed by the California Department of Health Care Services (DHCS). The project is not subject to California Department of Public Health (CDPH) licensure and is not under the jurisdiction of the California Department of Health Care Access and Information (HCAI). Sub awards via Stipulated Sum (Lump Sum) Contract. This project will be awarded in two main parts: Early Work and Remainder. Early Work Packages, Requests for Proposal (RFP) issued 10/05/2026 via Building Connected; RFI’s Due 10/15/2026 5:00 PM PST; Proposals Due to McCarthy 10/26/2026 5:00 PM PST. Packages currently include: Reinforcing Steel, Masonry, Exterior Glass & Glazing, Misc. Metals & Metal Stairs & Metal Decking, Elevators, Tree Relocation/Planting. • Remaining Work Packages, Requests for Proposal (RFP) issued 10/19/2026 via Building Connected; RFI’s Due 10/29/2026 5:00 PM PST; • Proposals Due to McCarthy 11/9/2026 5:00 PM PST. Packages currently include: Arch Wood/Millwork/Finish Carp, Waterproofing, Insulation & Firestopping, Roofing, Sheet Mtl & Flashing, DFH, Overhead Coiling Doors, Smoke Curtains, Exterior Glass & Glazing, Interior Glass & Glazing, EIFS / Plaster, Tile, Flooring, Sealed & Polished Concrete, Painting, Misc. Specialties, Signage, Wall & Door Protection, Toilet Partitions & Accessories, Fire Extinguishers & Cabinets, Lockers, Appliances, Window Coverings, Shade Sails, AC Paving, Site Concrete, Fences & Gates, and Landscaping & Irrigation. Key Subcontractor Qualifications: • The project is subject to the Los Angeles Countywide Community Workforce Agreement, and all subcontractors—including lower tiers—must accept the CWA terms. • Local and targeted hiring: At least 30% of California Construction Labor Hours must be performed by qualified Tier 1 or Tier 2 local residents, and at least 10% by County-designated targeted workers.
