Sites Reservoir Project – Dams and Roads

Bid Proposal Submittal Date: September 23, 2026, at 5:00 P.M. PST

Barnard Construction Company Inc. (“Barnard”) as the Construction Manager at Risk (CMAR) is soliciting proposals for geotechnical investigation drilling at the Sites Reservoir Project near Maxwell, California. This formal solicitation will be awarded, for a firm fixed contract, to the lowest responsible and responsive bidder. 

Barnard has been released to procure a subcontractor for a limited amount of geotechnical investigation that consists of obtaining samples from four (4) bore holes at three (3) locations along the right abutment of the future Golden Gate Dam facility. The geotechnical drilling scope of work is:
-              Completion of four (4) rotary-wash core borings ranging from 100 to 289 feet in depth. The drilling subcontractor is to provide the following associated with each core location.
o   Two (2) bore holes are 100 feet deep each, one (1) bore hole is 250-feet deep, and one (1) bore hole is 289-feet deep
o   Core size HQ 2.5-inch diameter
o   Driller provides wooden core boxes for core samples
o   Single stage packer testing at 20-foot intervals (4 of 4 locations)
o   Televiewer measurements (4 of 4 locations)
o   OYO suspension P-S logging (1 of 4 locations)
o   Grouted Vibrating Wire Piezometer (2 of 4 locations)

Geotechnical drilling firms will be required to abide by the Project Labor Agreement established for the project which has been executed by Barnard, the State Building & Construction Trades Council of California, the Mid-Valley Building & Construction Trades Council, and the Signatory Craft Council and Unions.
To be considered for this work, a mandatory site visit will be held on Tuesday, September 15, 2026 starting at 10:00 am PST at 122 Old Highway 99 West, Maxwell California 95955. Only the firms that attend the mandatory site visit will be issued the Solicitation Documents required for the proposal submission. 
 
The Solicitation Documents will include, but not be limited to:
·      Commitment to be bound by the Project Labor Agreement (PLA)
·      Confirmation the bidding firm has no pending complaints or litigation that could affect performance
·      Confirmation the bidding firm is not suspended or debarred from performing work in California or for the Federal Government.
·      Confirmation the bidding firm will provide 100% Payment and Performance bonds
·      Qualifications and experience for the specific types of work required by the Solicitation Documents previously performed by the bidding firm.
·      Provide valid California contractor’s license
·      The contract documents including the Main Contract between the Sites Authority and Barnard, subcontract agreement, PLA, and any specifications for the scope of work.
·      Confirmation the bidding firm will enter into the subcontract agreement as provided in the Solicitation Documents.
·      Bid form to be completed and submitted within bidding firms’ proposal
·      Other procurement documents, including the formal inquiry process to be used for clarification requests of the Solicitation Documents
·      Bidding firms’ execution schedule based on a mobilization date of no later than October 19, 2026
·      Any addenda’s, including responses of all the bidding firms requests for clarification, will be emailed directly to each bidding firm’s point of contact.
 
Following the site visit, the Solicitation Documents will be emailed to each firm that attended the mandatory site visit by 5pm PST on September 16, 2026.  Pricing and required information, as stated in the Solicitation Documents, shall be submitted via email by 5pm PST on September 23, 2026 to Sitesreservoir@barnard-inc.com.

Notification of the selected proposer will be issued by September 28, 2026.  Mobilization is expected to occur no later than October 19, 2026.
