Responses must be received February 26, 2026, no later than 2:00 p.m.

The Oakland Unified School District (“District”) is requesting proposals from experienced firms, partnerships, corporations, associations, persons or professional organizations (“Consultants”) to provide geotechnical and geohazard consulting services associated with the sports field lighting replacement project at Skyline High School (“Project”).

Interested firms are invited to submit a complete Statement of Qualifications (“SOQ”) and a detailed Fee Proposal (collectively “Proposal”) as described below of the requested materials with a cover letter addressed to:

Oral, telegraphic, facsimile, or telephone proposals will not be accepted.  Proposals received after this date and time will not be accepted. The District reserves the right to waive any informalities or irregularities in the RFQ/P. The District also reserves the right to reject any and all proposals and to negotiate contract terms with one or more Respondents.

The District will accept an electronic submission in PDF format; Only proposals received by the District no later than 2:00 PM (Pacific Time) on February 26, 2026 will be accepted.  Email proposals to persons listed below.

LOCAL, SMALL LOCAL AND SMALL LOCAL RESIDENT BUSINESS ENTERPRISE
PROGRAM AND PROJECT LABOR AGREEMENT


District Modification: Based on the current availability of small and local firms conducted by the District’s LBU Consultant, the District is adopting the consultant’s recommendation that wherein the project value of services is anticipated to exceed $119.1K, the LBU Requirement may be met with a modified 25% Cumulative Local Business Participation - inclusive of Small Local Business Enterprise (SLBE) and/or Local Business Enterprise (LBE) Participation. Project value of services anticipated to fall under the $119.1K threshold for this scope of services remain exempt from the Local Business Requirement, at this time.  

Note:
The California Department of Education's (CDE) annual adjustment threshold for school district bidding, effective January 1, 2026, is $119,100. This is the amount above which school district governing boards must competitively bid contracts under Public Contract Code (PCC) Section 20111(a). The threshold is adjusted annually for inflation based on the percentage change in the Implicit Price Deflator for State and Local Government Purchases of Goods and Services. 
If applicable, complete the attached Local Business Participation Worksheet(Exhibit C).
