Garney Pacific, Inc. is bidding the Valley View Water Consolidation Project as a general contractor and is actively seeking DBE participation, including but not limited to firms with MBE, WBE, or SBE certifications.

PROJECT DESCRIPTION:
1. The project consists of installing approximately 800 linear feet of 32-inch diameter fusible high density polyethylene (HDPE), 2,070 linear feet of 30-inch, 5,410 linear feet of 24-inch, 3,330 linear feet of 12-inch, 2,180 linear feet of 8-inch diameter water main pipe with restrained joints, including valves, fittings, polyethylene encasement, testing, disinfection, clearing and grubbing, excavation, imported sand, backfill and compaction of backfill, potholing all utility crossings, surface restoration and all necessary appurtenances complete and in place. The pipeline work also includes: excavation of jacking and receiving pits, shoring of trenches and pits as required, pipe jacking operations, horizontal directional drilling (HDD), and all related backfill and compaction. Portions of the pipeline will cross below ground the Union Pacific Railroad within a steel casing and the Coachella Valley Stormwater Channel (HDD) as indicated in the Contract Documents.

2. Desert View Trailer Park, Magdaleno Lopez, Campos MHP, Meza’s Ranch, Valley View Trailer Park, Vista Norte Estates, Valenzuela Luciano, and Soto Water remove connection to existing potable water system well and connect to the public water system and associated onsite work as indicated in the Contract Documents.

3. Desert View Trailer Park, Magdaleno Lopez, Campos MHP, Meza’s Ranch, Valley View Trailer Park, Vista Norte Estates, Valenzuela Luciano, and Soto Water remove connection to existing potable water system well and connect to the public water system and associated onsite work as indicated in the Contract Documents.

4. Furnish all labor, materials, and equipment necessary to perform and install street pavement and surface restoration as shown on the Drawings.

5. Apply and Obtain Encroachment Permit from the County of Riverside and Caltrans, including the preparation and implementation of Traffic Control Plans to be approved.

6. Prior to commencing work, Contractor shall notify Underground Service Alert (U.S.A., 811) of the proposed excavation. Contractor shall provide video documentation to CVWD of all existing condition, after marking utilities, for all the pre- and post-construction activities.
Other Details
 
Potential bidders must be able to comply with the Installation Floater/Builders Risk insurance requirements described in Section 5 of the General Conditions. The successful bidder shall provide Installation Floater Insurance, including Flood and Earthquake, for the full amount of the contract. The successful bidder has fifteen (15) days following receipt of the Notice of Award to provide insurance documents. The number of days beyond the original fifteen (15) days it takes to receive this will be deducted from the Contract Times.
 
The Engineer's Estimate of cost is $ 16,800,000.00. The total contract duration is 500 consecutive calendar days.

Garney Pacific, Inc. is a union contractor and all subcontractors on the project must utilize union labor. Garney requires that all potential subcontractors are prepared to provide a 100% Payment and Performance Bond from a US Treasury listed Surety Company. Garney will reimburse subcontractors for the required bond premium, so please provide your bond rate at the time of bid. The decision to bond any or all subcontractors shall be at the sole discretion of Garney, unless the project documents note otherwise. Garney Standard PO & Subcontract Forms: Standard Purchase Order and Subcontract documents can be downloaded with the bid documents. These documents will be used as the basis of contracting with Garney for the above-mentioned project. If you have any exceptions to these documents, please send redlines and comments with your quote.
