INVITATION TO BID:
TO: All POTENTIAL MBE/WBE/DBE/SBE/LBE/DVBE SUBCONTRACTORS, SUPPLIERS, MANUFACTURERS & TRUCKERS PROJECT: Refugio Lake Restoration Project, Refugio Valley Park Project #: 63074 OWNER: City of Hercules, CA Kamalani Construction, Inc. is requesting sub-bids from qualified MBE/WBE/OBE/SBE/LBE/DVBE subcontractors, suppliers, manufacturers & truckers to bid on the upcoming project. Please bid on the upcoming project with the City of Hercules Bidding on 4/16/2026 by 2pm. Please provide your rates/proposal no later than 4/14/2026 by 2 pm to ensure our team receives it & has an opportunity to review it thoroughly to include with our bid. The Project involves restoration activities and improvements at Refugio Valley Park, 1515 Refugio Valley Road, Hercules, California (“Site”), and Hercules Corporation Yard, 1000 Sycamore Avenue, Hercules, California (“Corp Yard”), including, but not limited to, the following: •Establish construction access, site exclusion, staging areas, and environmental compliance controls at the Site and Corp Yard. •Clear, grub, and demolish appropriate existing features at the Site and Corp Yard. •Establish the sediment placement area, including earthwork and installation of perimeter berms and leachate interceptor, transfer, and disposal features at the Corp Dewater the Refugio Valley Park lake. •Remove via excavator dredging approximately 6,300 cubic yards (in-place) of sediment. •Transport removed sediment to the Corp Yard. •Place and grade sediment at the Corp Yard. •Capture and discharge of leachate draining from placed sediment. •Removal of invasive vegetation around the Site lake •Planting of native species at the Site around the lake. •Various facility improvements to Refugio Valley Park and Corp Yard. •Upstream (at Refugio Creek) invasive plant removal and native planting if included in the Contract as an additive alternative. For the following: (but not limited to) work: erosion control, traffic control, Concrete Beach removal, Retaining Wall removal, Flagpole removal, cofferdam installation and removal, Diversion pump and piping install and removal, construction area signs, water pollution control, clearing and grubbing, trucking, temporary fence and chain link fence, roadway excavation, hydroseed, Removal and Disposal of Asphalt, Import Fill, Embankment Fill, Aggregate base, Split rail fence installation, Tree and stump removal. Requirements: 100% performance & payment bonds may be required for the full amount of the subcontract price. Subcontractors must possess a valid contractor's license, DIR registration number, and current insurance meeting Kamalani Construction's requirements. Subcontractors will be required to sign the standard Kamalani Construction Inc, Subcontract Agreement. Quotations must be valid for one hundred and twenty (120) days after the specified Contract Award Date by the Owner. Kamalani Construction, Inc. will work with interested DBE, SBE, WBE, MBE, LBE and DVBE subcontractors to identify opportunities to break down items into economically feasible packages.
