Gov. Schwarzenegger Announces $55 Million in Stimulus Funds for Prevention and Wellness Grants to Three California Counties

Governor Arnold Schwarzenegger announced that three California counties will receive an additional $55 million in stimulus funds to support public health efforts, fight obesity, reduce smoking, and increase physical activity. The U.S. Department of Health and Human Services (HHS) announced the awards last week to 44 communities nationwide, as part of the HHS Communities Putting Prevention to Work (CPPW) initiative, a comprehensive prevention and wellness initiative funded under the Recovery Act.

“This is great news for California and for the health and well being of our citizens,” said Governor Schwarzenegger. “I actively supported these applications which will fight obesity and reduce smoking and look forward to the positive impacts this will have in California for generations to come.”

Los Angeles, San Diego and Santa Clara counties will receive the funds for the following purposes:

• The County of Los Angeles Department of Public Health will receive $32.1 million (Obesity $15.9 million, Tobacco $16.2 million) to launch a new initiative; Renew Environments for Nutrition, Exercise & Wellness in Los Angeles County. In the area of nutrition, the initiative will implement a targeted public education campaign in an effort to reduce sugar-sweetened beverage consumption and promote healthy eating. To target physical activity, the initiative will increase capacity to implement physical education policies in schools.

• The County of San Diego Health and Human Services Agency will receive $16.1 million to promote improved nutrition by addressing regional food systems through the establishment of a San Diego-based food distribution center, linking local food demand to supply and increasing access to healthy foods, especially in high-need areas. To increase physical activity, interventions will improve the environment through integrating public health in transportation and land use planning policies. To promote healthy school environments, the county will enhance and implement school wellness and before- and after-school physical activity policies.

• The County of Santa Clara Public Health Department will receive $6.9 million for the county’s Tobacco Prevention and Control Program. They will use media and other educational strategies to counter pro-tobacco influences, support the establishment of local tobacco retail licensing requirements, limit tobacco advertising near schools, support evidence-based pricing strategies to deter tobacco use and build greater capacity for smoking cessation services.

CPPW awards to cities, towns and tribes across the country to provide communities with the resources to create healthy choices for residents, such as increasing availability of healthy foods and beverages, improving access to safe places for physical activity, discouraging tobacco use and encouraging smoke-free environments.

This announcement of Recovery Act awards follows the release of more than $119 million to states and U.S. territories in early February to drive policy and environmental changes at the state level. California received a $4.7 million award in that round of funding .

Since taking office, Governor Schwarzenegger has led the fight against California’s obesity epidemic and will continue the state’s legacy of promoting healthy living and active lifestyles. The Governor’s 2010 Summit on Health, Nutrition and Obesity brought together a cross-section of public health, education, community and local government leaders from around the state who have been active in promoting healthy eating, physical fitness and community-level health efforts.

Governor Schwarzenegger created the California Recovery Task Force to track the American Recovery and Reinvestment Act funding coming into the state; work with President Barack Obama’s administration; help cities, counties, non-profit, and others access the available funding; ensure that the funding funneled through the state is spent efficiently and effectively; and maintain a Web site (www.recovery.ca.gov) that is frequently and thoroughly updated for Californians to be able to track the stimulus dollars.
