Mayor Garcetti: creating ‘CARES Corps’ would aid America’s recovery from COVID-19 crisis

Mayor Eric Garcetti is calling for the creation of CARES Corps, a federally-funded initiative that would strengthen America’s response to COVID-19 and help accelerate economic recovery from the crisis. 

The Mayor — with co-authors Oklahoma City Mayor David Holt and Dr. Mark McClellan M.D., Director of the Duke-Margolis Center for Health Policy at Duke University — wrote an op-ed for CNN laying out the proposal in detail. In the piece, the authors call for the CARES Corps to be built “on three core elements: equipping public health professionals with the tools to support and scale up a national testing system; addressing budget shortfalls in our cities so we can prevent dramatic reductions in vital services; and uniting government officials with local workers and businesses around actions on unemployment insurance, job training, and loan programs, so each solution matches the needs of every community.” 

“Cities and local communities are where we’re doing the most effective work to stop the spread of this virus and save lives,” said Mayor Garcetti. “Like the Peace Corps and Teacher Corps before it, CARES Corps would put the power, resources, and reach of the federal government into solving a generational challenge that impacts the lives of every American.” 

Mayor Garcetti has already stood up an L.A. Cares Corps, a City-County partnership designed to assist small businesses with surviving the COVID-19 crisis, and taken several emergency actions in the fight against the spread of COVID-19: a Safer at Home” emergency order requiring City of Los Angeles residents to remain in their homes except for the most essential activities — including critical tasks such as securing food and health, safety and medical necessities, as well as caring for children, elder adults, family, friends and people with disabilities; expanding access to free testing for all L.A. County residents who show symptoms; a plan to shelter thousands of Angelenos experiencing homelessness; restrictions placed on bars, nightclubs, restaurants, movie theaters, entertainment venues, bowling alleys and arcades, gyms and fitness centers, and Recreation and Parks facilities across L.A.; and limits on public gatherings in City facilities. 

 The Mayor has also taken a number of steps to support residents and businesses during the local emergency — including placing a moratorium on residential and commercial evictions and water and power shutoffs and a halt to rent increases on rent-stabilized housing. He has relaxed parking and law enforcement for violations related to vehicle registration and driver’s license cards during the COVID-19 emergency period.
